You can shape fine wire around needle nose pliers or a piece of tubing to create bezel rings.

Or you can tale a piece of the appropriate size styrene tube, cut a slice off it. You can make them slightly bigger (thicker slices)than you need, glue them to the dashboard, then take a sanding stick and sand them down to what looks right. You can then spray the dashboard silver, then a couple of coats of clear. Let it cure, spray the dash whatever colour you like, usually flat black, let that cure. Now carefully sand the bezels with a fine stick to remove the black, and you have perfectly round silver bezels.

There are quite a few manufactures of Polished Photo Etch Gauge rings that come in many sizes, I like the type above because it will cover 1/43 to 1/12 scales. A little thing I started doing is cutting a piece of rod to simulate the gauge cup then drill through the dash and insert it, this allows the use of gauge wiring or plumbing on the back side of the dash as shown above, on the dash side I put an appropriate gauge decal and then a Photo Etch Gauge ring using Testors Flat Clear Enamel paint ( no paint or plastic damage) to attach it. Then I use Testors #3515 Clear Parts Cement and window maker to make the lens by over filling the gauge ring in a nice semi round drop, let it dry for about a day and you should have a nice set of scratchbuilt gauges.
